The constitution is named as Alba Cathy Chinese School, registered at Education Department of Lothian Regional Council. The organisation is independent of any political bodies but in co-operation with local government, Chinese and other organisations who are willing to support the School, to provide lessons on Chinese culture (language, art and dancing ) at weekend and/or in the evening.
Unless the Education Department assigns another place, the lessons will be given at Boroughmuir High School, 26 Viewforth, Edinburgh.

The school is established for charitable
purposes only and specifically to advance education and in furtherance thereof:
a) To provide people, both children and adults whoever is keen at Chinese
culture, an opportunity to learn Chinese language as well as traditional Chinese
dancing and arts.
b) To co-operate with any other arts and cultural bodies.
c) To improve mutual understanding and promote racial harmony amongst the
Chinese community, the host community and other minority ethnic groups in
Lothian Region.
d) To consolidate the friendship amongst the Chinese students and
scholars, overseas Chinese and people from all over the world.
5. Executive Committee
The Executive Committee should have three members - headmaster, secretary and treasurer. The headmaster should be elected on Annual Parents Meeting (APM) by parents. The secretary and treasurer are nominated by the headmaster and approved by the APM. The Committee is in charge of maintenance of the school, including enrolling new pupils, appointing teachers, purchasing consuming goods, raising funds etc. The Committee members should meet at least three times a year before each term starts. The number of classes, teachers for each class and other relevant matters should be discussed and decisions should be made in the committee meeting. If the secretary or treasurer is unable to carry on the work, the headmaster has the right to appoint another one. If the headmaster resigns before the APM, an APM should be held immediately by the rest of the Committee to elect a headmaster, before a headmaster is elected, the secretary should take the duty of headmaster temporarily.
6. Finance
All money raised by, or on behalf of, the School should be applied to the objectives of the school and for no other purpose.
7. Bank Account
All bank accounts should be operated on the signatures of two of the following: Headmaster, Treasurer and Secretary.
8. Equal Opportunity Policy
The school should operate a policy of equal opportunity for the employment and advancement of staffs.
9. Dissolution
If the number of pupils attending the School is under the minimal number required by the Education Department, an advise should be sought from the Education department. A special meeting, giving no less than 21 days notice to all parents, should be called. Dissolution should be valid if two/third of parents vote in favour of the decision. After the satisfaction of all debts and liabilities, any remaining funds shall not be paid or distributed to the members but shall be given or transferred to other charitable organisations formed for similar purposes.
10. Membership
Membership shall be open to any person or organisation interested in furthering the Objects of the School.
11. Amendments
Any resolution to alter this constitution will be submitted to the Parents Meeting. Any such resolution should be passed by a two/third majority of people who are present and entitled to vote.
The above constitution was adopted on December 12, 1994 at the meeting held at the Boroughmuir High School, revised on 15 July 1995 according to the requirement of Inland Revenue.
